docs: require Go 1.26 and describe stream scheduling in the README

quic-go v0.62.0 declares go 1.26.0, so go.mod has required Go 1.26 since 8d32f87 while the README still said 1.25. The Status section also still placed the draft-18 rewrite on a branch, which merged in #18, and did not mention the Section 7.2 stream tiering #26 added or that WebTransport sessions are left unscheduled.
