doc: add commit signing and sign-off guidelines to AGENTS.md (#259)

Add a new 'Commits and Pull Requests' section that documents the
requirement for every commit to carry both a cryptographic signature
(GPG/SSH, so GitHub shows 'Verified') and a Signed-off-by trailer
(DCO). The section covers:

- how to commit correctly (git commit -s, relying on commit.gpgsign)
- how to apply the sign-off when rewriting history (rebase --signoff,
  cherry-pick -s, commit --amend -s)
- how to verify the full branch before pushing
- what to do when signing fails

Also adds the corresponding checklist item to 'Checklist for New Code'
and adds the section to the Table of Contents.
