Send Dependabot updates to sandbox, never to main

Dependabot targets the default branch unless told otherwise, and in this flow main only ever holds released commits. Every entry now targets sandbox, where work lands, and action updates arrive grouped in one weekly pull request that covers the composite actions too. RELEASING.md and TEMPLATE.md say so, and why an adopting project must keep target-branch.
