Stop the release from cancelling the master test run

tests.yml declared `concurrency: group: pages` at workflow level, so
every run of the workflow joined that group. A release pushes the merge
commit to master and the tag a few seconds later, and both pushes start
a tests run. GitHub keeps one running run and one pending run in a
group, and cancels the older pending one, so the master run died before
its jobs started:

GitHub renders a cancelled run as `failing` in badge.svg, and the badge
reports the last run of the default branch. The README therefore showed
a red tests badge from one release until the next push to master.

Move the group to the publish job, which is the only job that deploys
Pages, so deployments stay serialized while the test jobs run freely.
Limit push events to branches as well: a tag repeats the run of the
commit it points at, and its publish job is skipped by the ref check.
