docs: Document when RLS policies are evaluated (#2294)

We already have this documented online in our guides:
https://supabase.com/docs/guides/realtime/authorization#updating-rls-policies

Thought it'd be good to also have it here and point it the same way,
so that it is documented as a tradeoff.
