Say exactly what the release flow checks, and treat new work on sandbox as normal

The guide no longer claims nothing can fail after the tag, that every stop comes
before it, or that the preflight is read-only (it signs and deletes a temporary
tag); it states the Latest check's real rule, the version-like tag pattern, the
retirement of the old registry secret, and the duplicate-build limit for old gh.
The verification command and the release notes now use --signer-workflow, which
proves the release workflow built a file, not only the repository. A work branch
holding new work during a release is reported as information on the last line
instead of a warning; only a failed update of it warns. The dry run reports the
committed version, and the SSH hint recognises tmux, screen, zellij and Herdr.
