xe: make vif-create mac=random generate a random MAC again (#7294)

The function random_mac_local builds the MAC with `Array.make 6
(Random.int 0x100)`, which evaluates `Random.int` only once and repeats
that byte six times, e.g. 5a:58:58:58:58:58.

Tested on an XCP-ng host via `xe vif-create ... mac=random` returned
`5a:58:58:58:58:58`.
