Explain the release manifest and when a candidate is reused

The template README gains a "The release manifest" section: which job writes the
release-manifest artifact, what each of its files holds (release.env, SHA256SUMS,
CRATE.SHA256, ARTIFACTS, and IMAGES for image projects), and who reads it before
tagging, in the tag's run and in recovery. The diagram's step 2 now asks whether an
earlier deploy's candidate can be reused, and step 4 whether the candidate's files
match the manifest; the step list spells out when a candidate is reused, replaced
or refused.
