Mark only the highest promoted release as Latest and publish exactly the manifest

The template's GitHub release job now matches the ports: it checks right before
publishing whether the tag is the highest promoted release (the new
release-is-latest action) and sets GitHub's Latest flag only then, removes any
asset the candidate manifest does not list, and runs one at a time across tags,
so a late, re-run or recovered older tag never takes Latest back. The README
documents the check, the files a new project copies, and why workflows on tags
from before the flow must never be dispatched or re-run.
