feat: setting to add new sessions after the current one (#665)

The queued open -a agterm /path drain ran before the action hub had the settings model, so those sessions always appended. Also tightens the empty-workspace close test and the closeSession and skill wording.

* test: move session placement and close selection tests into their owning suites

* feat: close selection picks the next session, as browser and Finder tabs do

The positional option now selects the next visible session in the closed session's workspace, falling back to the one above when the last row closed, instead of the one above.

* refactor: scope new session placement to New Session and drop close selection

Per the maintainer's reply in Discussion #664: placement covers New Session
from the menu, palette, keymap, Dock, sidebar footer and the workspace row's
New Session and +. Open Directory, folder drops and open -a keep appending.
The close selection setting is removed; #147's recency rule stays as is.
