Link Windows wheels against the release CRT

Meson configures a debug build type by default. The default selects
/MDd through b_vscrt=from_buildtype, and the resulting DLLs require
debug runtimes most users do not have installed. Configure the wheel
build with --buildtype=release and -Db_vscrt=md. Add a Windows CI job
that builds the wheel and fails when debug runtime markers appear in
the plugins. Guard the release Meson archives with the same scan.
