* Import subject projects headlessly from their committed metadata

The headless evaluator could only enumerate projects already in the
workspace, so every new subject needed a one-time import through the
IDE. A new `importProjects` option (`--import-projects=<dir>,<dir>`, or
`IMPORT_PROJECTS` in run-headless-evaluator.sh) registers each
directory's committed `.project` before the run and opens it.

Repeating an import is harmless: a project already registered at the
same location is only opened. A same-named project at a different
location is an error, because the run would then evaluate another tree.
Each imported project must also resolve its PyDev interpreter, since a
`.pydevproject` names its interpreter without defining it. A workspace
without that interpreter would otherwise import the project and then
analyze nothing. Any failure exits 4 before the evaluation starts.

Generating metadata for a directory that has none is out of scope,
following the scoping note on #658.

* Fail an import cleanly instead of redirecting or escaping

Four problems from review:

- Clearing the location of a project directly under the workspace root
  sent a directory whose name differs from its `.project` name to an
  empty default location, which then imported and evaluated nothing.
  The description now keeps the location it loads with, so the
  workspace refuses such a directory and the import reports it.
- A `CoreException` from loading, creating, or opening a project
  escaped the loop, so the run ended in an application error instead
  of exit 4 and skipped the remaining entries. Each entry is now
  imported by its own method, which catches it.
- A project whose location is not on the local file system, or whose
  nature PyDev cannot load, no longer dereference... (continued)
