feat: add GitHub Actions step summary and notice output

Integrate GitHub Actions logging features into the scraping pipeline to
improve CI visibility:

- Add `report_notice` to emit `::notice` workflow annotations.
- Add `write_step_summary` to append markdown per-site stats to
  `GITHUB_STEP_SUMMARY`.
- Update `main_async` to track new article counts per site and output
  both the notice and summary table upon completion.
- Include unit and integration test coverage for CI and local behaviors.
