docs: issues: drop what is fixed, and say what is still open

`docs/issues/markdown.md` is gone. Both of its halves turned out to be closed already,
and I measured both rather than reading them:

- the fixer no longer touches the ❌ fence - `comment before --fix: 1`,
  `comment after --fix: 1` - because `"putout-editor/remove-comments": "off"` is in the
  `*.md` match;
- the fence-language gate does run, and not under `redlint` as the finding said. A `js`
  fence holding TypeScript is a parse error to the `parser` rule at the repository root,
  with no extra step. The finding was right for the wrong reason: the rule is a filesystem
  scanner, but a fence is plain text to every other rule too.

The lesson goes to `memory/fence-gate.md`, including the measurement part - that finding
was wrong twice in opposite directions before it was right, and both times the setup was
at fault rather than the subject.

`build.md` is rewritten because its first finding is no longer the first one. `nest` *is*
installed, so `redrun build` gets further than the file claims, and what it finds is
different:

    $ npx tsc --noEmit    # 0 errors
    $ npx nest build # 279 errors, 64 of them "Cannot find name 'Set'"

`tsconfig.json` targets ES2022, so `lib` resolving differently under the nest build is the
thing to look at, not 279 separate mistakes. That is the finding now, with the counts so
the shape is visible.

`putout-plugins.md` keeps all four sections - each is still live - and loses two dangling
references to things that no longer exist: a deleted rule and `test/readme.js`.

`ideas.md` loses idea 7 for the same reason as the issue it pointed at. `MEMORY.md`'s
re-check list is down to two files and says how to re-check each.

Every markdown link in the repository resolves, files and anchors, checked by walking all
27 of them.
