Use entra id rather than CAS

* Use the omniauth-entra-id gem rather than omniauth-cas
* Add a script for developers to pull dev credentials from lastpass,
  note that RDSS is using separate creds for each developer,
  so this is a change from that practice.
* Update the provider for each user's account to be entra_id
* Remove devise-related fields from the db as a cleanup

To exercise this locally:
* If you use devbox, `devbox run setup`.  If you do not use devbox
  for this project, run `brew install lastpass-cli && bundle exec bin/development_credentials`
* Make sure that there is an entry for yourself in the `users` table
  of the database
* Try logging in, logging out, etc.
* Make sure you can't log in if you aren't in the users table
