Drop the macOS and Windows legs of the test matrix (#1575)

## What do these changes do?

`cibuildwheel` runs the test suite against every wheel it builds, so the
macOS and Windows legs of the `test` matrix installed those same wheels
and ran the same suite a second time. They collect no coverage either,
since `prepare-coverage` only runs on ubuntu, so the repeated run
produced nothing the `Build wheels` jobs had not already reported. This
drops them, leaving 6 ubuntu wheel legs plus the pure-Python, debug and
PyPy ones.

On the latest master run (34777395901) `cibuildwheel` tested `cp310`,
`cp311`, `cp312`, `cp313`, `cp314`, `cp314t`, `cp315` and `cp315t` on
Windows, and the same eight on macOS for both `arm64` and `x86_64`, at
1886 tests per wheel. That is a superset of the `3.10` to `3.14t` the
removed jobs covered. In exchange, 14 jobs go away: 7 macOS runners (4.9
min of runner time) and 7 Windows runners (6.6 min). macOS runners are
the scarcest pool, so those slots matter more than the minutes.

One thing is genuinely lost: the `leaks` tests, which `cibuildwheel`
deselects because they measure RSS growth, now run on ubuntu only. They
are not platform specific.

The `if: matrix.os == 'ubuntu'` guard on the coverage step goes away
with the last non-ubuntu leg.

## Are there changes in behavior for the user?

No, this is a CI-only change.

## Is it a substantial burden for the maintainers to support this?

No, it removes matrix entries and the excludes that went with them.
