Commit Message

Prepare OmegaConf 2.4.0rc1

Set OmegaConf and omegaconf-pydevd to 2.4.0rc1 and allow bump-my-version to advance the RC series or produce the final release. Update release guidance for TestPyPI and manual PyPI RC publishing, and render candidate notes with Towncrier draft mode so NEWS.md and news fragments remain available for the final release. Mark the README as release candidate testing.
