test(performance): migrate performance to Vitest (#10373)

* test(performance): migrate tests from karma/mocha to vitest browser mode

Migrate @firebase/performance unit tests from legacy Karma/Mocha/Chai/Sinon to native Vitest with Playwright browser runner.
- Replace karma.conf.js with vitest.config.mjs filtering to browser runner
- Standardize package.json test scripts for browser-only SDK
- Replace Sinon stubs and spies with vi.spyOn, vi.mocked, and vi.mock
- Replace Sinon fake timers with vi.useFakeTimers and vi.advanceTimersByTime
- Replace Chai assertions with Vitest expect matchers
- Add global cleanup in test/setup.ts
- Fix pure type re-exports in src/index.ts to avoid runtime resolution errors under Vite

* test(performance): stub console and logger methods to silence test logs

* test(performance): remove redundant --project=browser and add changeset

* test(performance): clean up redundant afterEach hooks and unused mock logic

* test(performance): remove unused imports in oob_resources_service.test.ts

* Use vi.resetAllMocks() in performance test setup

* refactor(performance): use ambient vitest globals and remove unnecessary changeset

* test(performance): address review comments on perfLogger mocks, single-arg toThrow, and redundant afterEach
