deps: Bump tar and licensee (#1143)

Bumps [tar](https://github.com/isaacs/node-tar) to 7.5.22 and updates
ancestor dependency
[licensee](https://github.com/jslicense/licensee.js). These dependencies
need to be updated together.

Updates `tar` from 6.2.1 to 7.5.22
