Say why an existing retracing flag is kept beside an added signature (#982)

When the refactoring appends `input_signature` to a decorator that
already passes `reduce_retracing` or `experimental_relax_shapes`, the
flag stays. Under a signature it has no effect: in TensorFlow 2.9.3 its
only use is the cache-key generalization in `function.py`, guarded by
`self._reduce_retracing and self.input_signature is None`. Keeping it
preserves the developer's retracing behavior if the signature is later
dropped. The comment scopes the reading to 2.9.3.
