networkd: dhclient: go in background immediately and wait for IP (#7269)

dhclient (from ISC) behave differently for IPv4 and IPv6 when no DHCP
server is present on the requested network.

By default, the DHCP client will run in the foreground until is has
configured an interface at which time it will revert to running in the
background.

But for IPv4, after some timeout, it goes in background anyway.

As xcp-networkd is waiting for the dhclient to go in background, it
makes it to partially hangs in DHCPv6 case when on DHCP server is
present (as the process doesn't go in background).

This commit asks dhclient to become a daemon immediately (nowait) rather
than waiting until an IP address has been acquired.

The current behavior (waiting for configured address or until timeout)
is conserved by doing the check in xcp-networkd.
