collectors: fuzz YAML ranges and keep the corpus between CI runs

FuzzYamlRanges feeds arbitrary input through yaml.v3 and checks every
range the way TestYamlRanges_Suite checks yaml-test-suite: it starts
where yaml.v3 says, holds its children in order, and its text reads back
as the node's value. The yaml-test-suite cases seed it, and
testdata/fuzz/FuzzYamlRanges keeps the 32 minimized inputs it failed on
while the ranges were written, so plain go test runs them as regression
cases. Input with a U+FEFF inside the stream is skipped, since yaml.v3
reports positions past it that the text does not have.

make fuzz runs it for FUZZTIME, five minutes by default, and a fuzzing
job in the testing workflow runs make fuzz. The generated corpus lives
in the Go build cache, which the job restores from the latest run and
saves under a key of its own, so each run continues where the last one
stopped; a failing input is uploaded as an artifact.
