Validate typed interpolations against destination types (#1378)

## Motivation

Typed container and union interpolations could return a value on lazy access that differed from `OmegaConf.resolve()` or bypassed destination validation. They now validate and convert against the destination annotation on both paths. A matching typed source may remain an alias; conversion of a mismatched source does not mutate it.

Add `oc.coerce` for explicit primitive conversion before destination validation. Documentation, focused regression tests, and separate API-change and feature news fragments cover both behaviors.
