Configure decap VRF selection for VRF selection policy tests using a plugin function

  Add FeatureVrfSelectionDecap hardware initialization and a shared
  ConfigureDecapVrfSelection helper. The helper applies the CLI config,
  restarts SandL3Unicast when present, and waits for stabilization.
  Use the helper in VRF-selection.
