feat: Add REMOTE execution blocks and NET plugin sync sessions (#180)

### Added

- Sealed `REMOTE` execution blocks (#158): `REMOTE <target> [[$var, ...] [env:NAME, ...]] { <commands> }` ships a closed script scope to a guest OxDock over stdio transports (system `ssh`, local binary, `docker exec -i`, `kubectl exec -i`, `wsl`) and runs it there. The block is sealed: no outer variables or functions cross except header-listed `$var` (outer `LET`, same name) and `env:NAME` (outer env key) entries, which render to `LET`/`ENV` source lines prepended to the shipped text, so the guest parses ordinary steps and no value protocol exists. The guest starts empty and only declared entries cross in either direction; there is no bulk workspace sync in any form. Targets bind via `--remote <target>="<command>"` (the plugin appends `--remote-serve`); guests serve with `--remote-serve` after a handshake gating protocol digest plus module-surface equality. `REMOTE` runs synchronously by default and composes with `ASYNC` (background handles plus `AWAIT`/`CANCEL`), `TIMEOUT`, and `WITH_IO` (live stdin/stdout/stderr streaming).
- `COPY --from-host` / `COPY --to-host` (valid only inside `REMOTE` bodies): explicit file transfer declarations, mutually exclusive per step. Push sources resolve against the host root and fetch into the guest staging dir; guest results tar back only declared paths and the host unpacks them under guard. Missing push sources fail loudly; statically dead declarations (`IF false`, `[bool:false]` guards) are pruned; symlinks materialize only inside the root. Guest deletions never propagate.
- `EOF($pipe)` (`STD`): true when a pipe sits at end of stream (closed with nothing buffered), so `WHILE !EOF($cap)` drains a capture without sentinel lines or baked-in counts. Live writers, keeper pins, and buffered bytes answer false; the call never blocks.
