build: fix bundled libbenchmark build with Ninja

The build command of the bundled libbenchmark is `cd <BINARY_DIR> &&
${CMAKE_MAKE_PROGRAM} -j`. With `-G Ninja` it expands to `ninja -j`.
A bare `-j` means an unlimited number of jobs for make, but ninja
requires a number after it:

main build, so ExternalProject can build it on its own. Drop the build
command in favor of that.

With the Makefile generators it also ends an unbounded `make -j`: the
sub-build now shares the job limit of the main build.
