Keep highspy operation-mode band bounds off the coupling columns (#2606)

* fix: keep highspy operation-mode band bounds off the coupling columns

The band columns' binary bounds and integrality were applied as slices running to the current column count,
which by then included the coupling groups' normalised flows,
so any operation mode on a site restricted every coupled converter's normalised flow to 0 or 1.
End both slices at the first coupling column instead.

Fixes #2605.
