feat: send to all GSRs from the app (#32)

A new audience: every member Unity says is a GSR, resolved at send time
the way a committee is. The app asks for it with `gsrs: true`.

It travels among the committee slugs as the reserved token `@gsrs`, and
is gated, stored, audited and de-duplicated exactly as a committee is,
so no schema change. A committee is a taxonomy term and its slug is
sanitize_title() output, which can never contain an `@`, so no real
committee can collide with it.

- MessageRequest accepts `gsrs` as a strict yes (true, 1, "1", "true")
  and puts the token first among the committees.
- RecipientResolver resolves it to every GSR, including GSRs who have
  opted out of being listed, through the same gate as everything else.
  The sender is still excluded.
- MessageController puts it behind the same switch as committee sends.
- The directory now says how many GSRs a send would reach (`gsrs`), or
  null when it is not on offer. That is also how the app learns this
  server understands the audience. An older Fellowship ignores `gsrs`,
  and beside named members that would quietly send to them alone.
- The message log says "All GSRs" rather than showing the token.
