feat: All GSRs at the top of the recipient list (#64)

Choosing it sends to every GSR. Fellowship works out who that is when it
sends, as it does a committee, so it reaches GSRs who have opted out of
the directory and isn't limited by the cap on named members. On the wire
it is `gsrs: true`, never a list of ids.

It is offered only when the directory says how many GSRs it would reach
(`gsrs`), which is also how the app knows the server understands it. An
older Fellowship ignores the flag, and beside named members would send
to them alone. The row's second line is that count, "12 GSRs".

How chips become fields on the wire (SendRequest.AddressedTo) and the
order of the list (Recipient.FromDirectory) moved into Core, so Compose
and the specs use the same code. The specs had their own copy of the
member filter, "not a committee", which would have sent All GSRs as
member id 0.
