Improve rendering performance of large cable networks

Cable body quads were returned for every getQuads side (null + 6 faces),
so each cable was meshed up to 7 times. Only emit them for the unculled
side.

Also skip the cable block entity renderer for cables without part
overlays, and read cable light emission directly from the block entity
instead of doing a capability lookup per side, as both were evaluated
for every cable each frame.
