feat: only list members who have Link when composing (#61)

A setting on the Settings screen, on by default, that leaves members
with no registered device out of Compose's recipient list. Off restores
the previous behaviour: they are shown greyed out and cannot be chosen.

It only changes what is shown. A member with no device could not be
chosen or replied to before and still cannot, and committees are always
listed because a committee message reaches every member on it.

The rule is Recipient.IsListed() in Core, where it is unit-tested; the
preference is RecipientListing in the app, kept in Preferences as
ArrivalSound is. Fellowship is unchanged: it still sends the whole
address book with hasDevice on each entry.
