feat: credit an admin-composed message to the member who wrote it (#30)

The Compose screen looks the signed-in user's WordPress email up in Unity
through MemberGate. A match sends under that member's name and id, so a
reply from Link is addressed back to them; they are left out of the
audience, as a send from the app is, and the audit entry is recorded
against them. A user who is not a member still sends as the intergroup.
The screen says which it will be before anything is sent.

The author is a typed argument to MessageApi::send(), not an input key,
so the public fellowship_send_message() function and action still send as
the intergroup and cannot put a member's name on a message.
