Run the pinned pre-commit hooks once instead of linting in every test cell

Each test cell installed whatever ruff and mypy were newest and ran
them, three times over, while the versions pinned in
.pre-commit-config.yaml, the ones Dependabot bumps and contributors'
hooks run, were never exercised in CI. Run the hooks once in a lint
job instead, on the oldest supported Python so mypy still checks
against 3.11. The hook covers what the direct mypy run did: the only
third-party import, pyrpm.spec, is already marked type: ignore.
