Score the mutation run over the mutants it actually tested

mutmut generates the mutants of every module whatever the scope, and
export-cicd-stats counts all of them in its total, including the ones
never run. The report divided by that total, so the default
rpmsection scope could never show more than 680 of 5315, and a run
over rpmfiles that killed 129 of 135 mutants reported 2.4% instead of
95.6%. Divide by the mutants that got a verdict instead.

Drop the mutants/ cache as well. mutmut re-runs every mutant named on
the command line, and the workflow always names a scope, so the cache
never saved a mutant run. It only spared the stats pass, about a
minute, by reusing the test-to-function map from the previous run.
That map goes stale when a test is edited in place, and it could not
be refreshed while the sources stayed the same, since the key hashed
only the sources and saving to an existing key does nothing.

Move the shellcheck directive into the script, where shellcheck reads
it, and drop the stale remark about the corpus sweep schedule.
