refactor: type and test playwright wait_until config

- Add strict `Literal` typing for `playwright_wait_until` in fetchers
and sites.
- Filter out `None` values when expanding placeholders in URL lists.
- Add comprehensive test coverage for `playwright_wait_until` parsing
and behavior.
