## What do these changes do?

Releases 7.0.0. `towncrier build --version 7.0.0` moved the news
fragments into `CHANGES.rst`, and `__version__` went from `6.9.2.dev0`
to `7.0.0`.

The new section opens with a short summary ahead of the towncrier
categories: the breaking change (`istr` is final), the new public C and
Cython API, the performance numbers against 6.9.1, and the robustness
fixes. It sits after the `*(date)*` line, so the release workflow's
head-line regex still matches and the summary becomes the top of the
GitHub Release body.

## Are there changes in behavior for the user?

Yes; this is the 7.0.0 release, with `istr` made final as the breaking
change.

## Is it a substantial burden for the maintainers to support this?

No.
