refactor: tests: no spec builds its own store, and a guard says so

The 13 copies removed in ed2a9c4 were not the only ones: eight more spec files
still called configureStore. All twelve used reducer: putoutEditor, so they were
all convertible. Converted, then added a spec that fails if one reappears.

The guard strips comments before matching, so the prose in store.spec.ts about
the RTK/Zustand swap is not a violation, and it excludes itself. Verified in both
directions: a bare import makes it fail, removing it makes it pass.

makeStore now also merges workbench.transform, not just workbench. Two specs
passed a partial transform and would have lost transformer, which is what forced
the awkward spread-a-store-and-pick-fields workaround in panel-code; with the deep
merge both read plainly again.

editor-transform also drops its local recordActions middleware - makeStore already
returns the actions it records.
