feat(client): add WithErrorFormat run option for the error_format argument

The KCL v0.13.0 runtime can emit compile/eval errors in machine-readable
formats (pretty, short, arcanist, sarif) via the error_format field of
ExecProgramArgs, but neither kpm nor the kcl CLI exposed a way to set it.

Add a WithErrorFormat RunOption and apply the value to the final merged
ExecProgramArgs in applyCompileOptions so it also survives Option.Merge
on older kcl-go versions. Requires kcl-go to propagate the field through
Option.Merge/ParseArgs (kcl-lang/kcl-go#597) for the value to reach the
runtime.
