feat: prepare shared workspaces with run-scoped environments (#1159)

## Summary

Add optional setup and startup scripts to prepare one workspace shared
by workers and reviewers. Environments are concrete run inputs,
independent of profiles: Docker and hosted targets accept `environment`,
while the CLI accepts `--environment FILE` or `--no-environment`.
Omission lets the host choose a default; `{}` explicitly selects the
base environment.

Profiles remain portable graph and agent settings. The engine has no
environment catalog, user/org ownership, repository defaults, or saved
environment references. Local execution has no environment picker and
rejects preparation hooks in both validation and launch. Cloud provides
scoped storage and repository selection in [Zero Cloud
#319](https://github.com/the-open-engine/zero-cloud/pull/319), embedding
the generic hosted environment editor.

## Execution

- Setup runs as root before checkout or checkpoint restoration. Startup
and agents run as the workspace owner after checkout or restoration.
Both hooks run again on resume.
- Preparation follows durable acceptance, streams bounded redacted logs,
and reports setup/startup failures before graph execution. Stop retains
cleanup ownership until processes settle.
- Workers and reviewers share files, installed tools, and services.
Provider homes and process cleanup remain separate; delivery cannot
overlap an agent writer.
- Accepted runs and resumes retain the concrete environment snapshot.
Preparation connection requirements are collected with node requirements
before execution.
- Installation guidance covers the shared tools directory, project
dependencies, public variables, declared connections, services, Docker
resource ownership, and startup idempotency.

Profiles and local services retain their existing responsibilities. The
added surface is the host-neutral environment definition, preparation
