Fix stringToInt CLI truncating 16 digit indexes (#1243)

* Fix stringToInt CLI truncating 16 digit indexes

The subcommand read its input with "%15s" into a 16 byte buffer, so
directed edge and vertex indexes, which have 16 hex digits, lost their
last digit and were converted to the wrong integer without an error.

* Add PR number to changelog entry
