Centralise dynamic-typing subsystem (#17050)

* Centralise dynamic-typing subsystem

We gradually introduced a dynamic-typing subsystem for Qiskit over the
course of the pass-manager work.  None of the concepts are specific to
the `IR` or `Pass` traits; they are general mechanisms for working with
the `Any` trait, where some of the implementers include additional
dynamic-typing components.

This is doubtless not yet complete, and we likely want to rebalance the
cost of the dynamic-type information and allocation costs, but this
should be ok for a first implementation.

The code is not used in this commit; I've peeled this out from gh-16839,
to simplify that PR, because the point is that that PR _should_ be just
using generic interfaces in many places.

* Remove duplicate import

* Include macro hygiene for generic
