Require timely-beliefs 4.4.1, and allow numpy 2.5 again

timely-beliefs 4.4.1 (SeitaBV/timely-beliefs#255) no longer turns every warning into an error when parsing a timedelta, so the DeprecationWarning pandas 2 emits on numpy 2.5 stays a warning, and the numpy<2.5 cap can go. The lockfile only moves timely-beliefs (4.4.0 to 4.4.1); numpy stays at 2.4.6 on Python 3.11 and 3.12, as unlocking it would have downgraded Python 3.11 to 2.3.5. The full suite, doctests included, passes with numpy 2.5.3 on Python 3.12 as well.
