* fix(android): require the company id when a manufacturer filter has no data

`MsdFilter.bm` sends empty filter data as null, and `setManufacturerData(id,
null)` leaves Android with a filter that has no manufacturer data, which it
treats as no manufacturer constraint at all: `withMsd: [MsdFilter(id)]`
matched every advertisement in range. Darwin's software filter already reads
missing data as empty and matches on the company id alone.

Pass an empty array instead, which keeps the company id in the filter. Seen on
a Samsung Galaxy S10+: about 50 devices and 800 advertisements per 10 s came
through a filter meant for one company, and the scan, unfiltered as far as
Android was concerned, was downgraded about five minutes in and stopped
reporting almost anything while still reporting itself as running. With the
fix only the company's devices come through and the scan stays healthy.
