Add conditionals: if(cond, then, else) and cond ? then : else

Both forms short-circuit (only the taken branch is evaluated), which
lets user-defined recursive functions actually terminate at a computed
base case instead of always recursing to the stack limit, e.g.
fact(n) := n < 2 ? 1 : n * fact(n - 1).

- if(cond, then, else) is special-cased in eval() like bisect/hex,
  receiving unevaluated argument expressions.
- cond ? then : else adds new ? and : lexer tokens and a new ternary
  precedence level in the parser; it desugars at parse time into the
  exact same if(...) AST node, so both forms share one evaluation path.
- Adds if to functions::catalog::FUNCTIONS (reserved name, argument
  hints) and updates docs/functions/logic.md, README, CHANGELOG,
  OTHERS.md, and the REPL help text.
- Adds lexer/parser/eval unit tests, including terminating recursion.
