Add client-side `NoiseLearnerV3` with mocked `prepare` and `post_process` from `qiskit-noise-learning` (#3379)

### Summary
As the first step to #3352, here we add an initial implementation of the
client-side `NoiseLearner` with mocked implementations of the `prepare`
and `post_process` methods from `qiskit-noise-learning`
