Drop redundant checks from the constructors and getall() (#1590)

## What do these changes do?

Removes three bits of dead or redundant code. In
`_multidict_vectorcall_impl()` an `if (arg != NULL)` sat inside a branch
that already required `arg != NULL`. `_multidict_extend_parse_args()`
passed a trailing `NULL` to `PyErr_Format()` that the format string
never consumes. The pure Python `getall()` tested `not res` after an
early return had already guaranteed it.

## Are there changes in behavior for the user?

No.

## Is it a substantial burden for the maintainers to support this?

No, it only deletes code.
