fix: tie completion receipts to the entity's latest publication

The receipt insert was ON CONFLICT DO NOTHING, so after an undeploy a
different signer could publish the same entity again through a partial
upload without getting a receipt, while the earlier finalizer kept
replaying a success for a publication that no longer was the latest.

A partial finalization now overwrites the receipt with its own signer
and timestamp, and a non-partial publication drops it, both in the
publication transaction. Undeploy alone keeps the receipt, so the
original finalizer's replay still answers 200 without republishing.

Covers undeploy followed by a replay, a partial re-publication by
another signer plus its retry, and a non-partial re-publication.
