Update dependencies and GitHub Actions (#656)

Refresh all runtime, development, and transitive dependencies from the latest master, upgrading 34 packages. The default Python 3.12+ environment now uses Django 6.1.1; Python 3.10/3.11 keep Django 5.2.17, and Django 6.0.8 remains covered by the compatibility matrix.

- Upgrade DRF to 3.18.1 and drf-spectacular to 0.30.0, regenerate uv.lock, and add Django 6.1 tox environments for Python 3.12–3.14.
- Update checkout to 7.0.1, upload-artifact to 7.0.1, download-artifact to 8.0.1, and the setup-uv commit pin to 10.2.0.
- Update Docker's uv binary to 0.12.19 and document the PostgreSQL 15 minimum required by Django 6.1.
