Run pg_dump and pg_restore without a shell

db-ops dump and restore pasted the database URI into a shell command (the restore one unquoted), so a character like ' or & in the URI, e.g. in a password, broke the command, or could inject another. They now pass an argument list, and catch only the errors running the tool can raise. Checked end to end by dumping a local database through a postgresql+psycopg2:// URI.
