Persist REPL command history across sessions

Adds --history-file/EXCALC_HISTORY_FILE/--no-history to control where
REPL history is loaded from and saved to (default ~/.excalc_history,
%USERPROFILE% fallback on Windows). Load/save errors are ignored so a
session never fails just because history couldn't be persisted.
